ACCELERATED LEARNING OPTIONS

In Virginia, local school boards must have a plan to notify students and their parents of the availability of dual enrollment, Advanced Placement classes, and the International Baccalaureate Program, as well as the qualifications for enrolling in such classes and programs and the availability of financial assistance to low-income and needy students to take the advanced placement and International Baccalaureate examinations. The Virginia Plan for Dual Enrollment between Virginia Public Schools and Community Colleges went into effect in March 2008. The Plan provides a statewide framework for dual enrollment arrangements between public schools and community colleges. High school students (juniors and seniors, or freshmen and sophomores who meet the established college entry criteria) may enroll in regular college courses at the community college, and/or colleges may create special courses exclusively for high school students taught at either the high school or the college. Whichever arrangement is used, courses must be equivalent to all other instruction offered by the college in terms of rigor. The particular courses to be offered are determined jointly by the participating institutions. Community colleges shall identify a dual enrollment coordinator who serves as a liaison to the high school and offers information to high school students and their parents. Participating students must gain approval from their high school principal and also meet all college entry criteria. The policy stipulates that students shall receive college and high school credit for courses successfully completed. Faculty must be employed by the community college and meet the regular faculty hiring criteria. The policy encourages community colleges to waive tuition for dual enrollment students, and holds harmless the participating institutions in that both will receive funding for dually-enrolled students. ADULT LEARNERS

The Virginia Department of Education supports adult education and literacy in Virginia primarily by funding and supporting the programs at the local level. Each locality or region has an adult education program manager and instructional specialists. Regional Literacy Coordinating Committees meet on a regular basis to discuss how to improve adult education and literacy services in the region which often involves collaborations among businesses, local programs, and other agencies. Services are delivered by local school boards, community colleges, community-based organizations, employers, state, local and regional correctional facilities, and state institutions. Community-based literacy programs offer tutoring and other one-on-one or small group instructional approaches delivered primarily by volunteers. According to statute (Va. Code 53.1-67.8), correction facilities in Virginia must offer education programs which include elementary, secondary, post-secondary, career and technical education, and adult education. Active military personnel and veterans can get instate tuition without the typical one-year waiting period and can apply applicable military training, education, or experience to any license, permit, or certificate required for employment and/or receive credit at the postsecondary level. ARTICULATION, TRANSFER, AND ALIGNMENT

Legislation directs the State Council of Higher Education for Virginia (SCHEV) to develop a one-year uniform certificate of general studies to be offered at each community college. The certificate program ensures that a community college student completing the requirements of the program may transfer all credits to a public four-year institution. SCHEV has a long-standing State Policy on College Transfer that aims to improve collaboration among institutions and increase efficiency in the state's transfer process. The policy states that students who complete a transfer-degree program at a community college in Virginia should be assured transfer to a public four-year institution, with preference given to students who have completed a transfer degree over those who have not. Furthermore, students who have earned an associate's degree based upon a baccalaureate-oriented sequence of courses should be considered to have met lower-division general education requirements of the receiving institution. Admission to a four-year institution does not guarantee admission to a particular academic program. The policy also states that the requirements for admission to academic programs should be the same for native and transfer students. DATA AND ACCOUNTABILITY SYSTEMS

Virginia has a K-12 student longitudinal data system along with a postsecondary data system and expects to link these two systems in 2009. In 2007, the State Council of Higher Education for Virginia (SCHEV) released a strategic plan for 2007-2013 that lays out the vision for higher education in the state. The plan consists of 12 statewide goals focused on three major themes: access, alignment, and investment. The intent of the plan is: to establish clarity about state priorities; to inform a coordinated system of higher education within which distinctive institutions may operate with a high degree of autonomy; and to serve state and national needs at the high level of quality Virginians have come to expect from their institutions of higher education. EARLY OUTREACH PROGRAMS

While Virginia has several programs and materials focused on pre-college outreach, it appears to lack overall statewide pre-college outreach goals and objectives and related strategies. At the state level, Virginia does not have a systematic way to identify and target students, collect student data across segments, allocate funds, evaluate programs, and report data. Virginia code stipulates that local school boards may establish Advancement Via Individual Determination programs in their respective school divisions to prepare at-risk students enrolled in the secondary grades in the public schools of the school division for post-secondary education eligibility. This includes specific, measurable, goals and objectives; an evaluation component; and procedures for identifying at-risk students. The Statewide Pre-Collegiate Program is a joint effort between the State Council of Higher Education and the Virginia Department of Education designed to reach out to students and their parents to inform them of college academic and financial preparation opportunities. FINANCE

The Boards of Visitors of the four-year institutions fix, at their discretion, the rates charged to resident and non-resident students for tuition, fees and other necessary charges. The State Board for Community Colleges sets resident and non-resident tuition and fee levels for the two-year institutions. Residency is determined by a one-year domicile requirement in the state. Eligible members of the National Guard of the Commonwealth of Virginia are granted reduced tuition or tuition waivers. Tuition waivers are also granted to wards of the state, disabled veterans and their dependents, and qualified survivors and dependents of military service members killed in the line of duty or classified as missing in action or a prisoner of war. RESIDENCY

Residency policies are determined by the legislature. To qualify as a resident student, he or she must have been domiciled in Virginia for at least one continuous year prior to enrollment. If a dependent, the student's domicile is that of the parent(s). Physical presence or residence in the state must be for reasons other than to attain education benefits. Active members of the armed forces residing in the state, retired military personnel residing in state, along with their spouses and dependents are eligible for resident tuition benefits. Immigrant students with a valid visa, permanent resident status, or individuals who are classified as political refugees will establish eligibility for in-state tuition in the same manner as any other student. However, any person holding a student or other temporary visa is ineligible for Virginia domicile and for in-state tuition rates. (Last updated 2008)

STUDENT FINANCIAL AID

The Virginia State Council of Higher Education oversees a variety of merit and need-based student aid programs funded by federal, state and private sources. The College Scholarship Assistance Program and Commonwealth Award are state-wide need-based grants. In addition, the Virginia Guaranteed Assistance Program is a grant based on need and merit. This state also has several scholarship programs that are just merit-based. Virginia has a college savings program, a tuition assistance grant, and a loan program. TEACHING QUALITY

Legislation in 2001 required the state to survey all districts on supply and demand issues. Virginia has made great efforts to ensure accountability for professional education programs and potential teachers with historically high cut scores on PRAXIS. Approximately one-third of all test takers nationally would fail to pass and receive an endorsement in the state. Preparation programs must meet nine standards to ensure high quality and alignment with the state's Standards of Learning. Mentor teacher programs, assuming funding, have also been created to provide professional support to those who enter teaching and to improve the performance of experienced teachers if identified for assistance. In the past several years, Virginia has revised its statutes governing teacher licensure regulations and regulation of teacher education programs by repealing the current statutes and reenacting teacher licensure and teacher education program provisions. The legislation provided that the Board of Education must prescribe, by regulation, the requirements for licensure of teachers and other school personnel. In addition, every person seeking initial licensure or licensure by renewal must demonstrate proficiency in the use of educational technology and receive professional development in instructional methods promoting student academic progress and Standards of Learning assessments.
