ACCELERATED LEARNING OPTIONS

Texas education code requires the commissioners of secondary and higher education to create teams to recommend how the public school curriculum requirements can be aligned with college readiness standards and expectations, and the State Board of Education shall incorporate college readiness standards and expectations into the essential knowledge and skills of the foundation curriculum. School districts with high schools that have a low percentage of students graduating and continuing on to college shall make a plan with their neighboring institutions of higher education to increase the percentage of students transitioning to college. Each school district, as of the fall 2008 semester, must implement a program under which high school students may earn the equivalent of at least 12 college credits. The credits may be earned through international baccalaureate, advanced placement, or dual credit courses; articulated technical courses, or any combination thereof. Parents must be notified of these programs. Districts may count students in dual credit courses for the purposes of average daily attendance. The Texas Advanced Placement Incentive Program provides awards and subsidies to students, teachers, and schools. Schools may receive one-time grants to support the teaching of AP or IB courses; teachers may receive bonuses for teaching AP or IB courses and if their students score well; and students may receive reimbursement for their testing fees if they score well. In addition, needy students may receive subsidies for their testing fees. State funds allotted for gifted and talented students may be used for AP and IB programs. The number of students in a particular high school participating in AP or IB or dual credit courses is considered in the state's gold performance rating system. Early college and other programs are established in law to provide opportunities for students to complete high school and earn an associate degree simultaneously. The Texas Academy of International Studies at Texas A&M University System is a college campus-based program for gifted high school juniors and seniors, at which students can complete high school graduation requirements as well as college courses. Early college programs are directed to students at-risk of dropping out of school or who wish to accelerate completion of high school. State law sets standards for the governance of tech-prep consortia, the allotment of federal Tech Prep funds, and implements a statewide system to evaluate each consortium based on its success. ADULT LEARNERS

Adult education is managed through Texas LEARNS, a program that provides nondiscretionary grant management, program assistance and other statewide support services to Texas adult education and family literacy providers. State funds are available to local school districts, community colleges, public non-profit agencies, and community based organizations for the implementation of adult education programs including basic education, bilingual education, high school equivalency, and high school credit programs. The Texas Education Agency Division of Discretionary Grants is responsible for all discretionary, policy, and monitoring functions. Program effectiveness is monitored through the Texas Educating Adults Management System (TEAMS). Through the College Credit for HEROES Program, military personnel and veterans can receive college credit for military experience, education, and training obtained during active duty. To reduce recidivism rates, the Department of Corrections provides inmates with education, life skills and employment training. State legislation (Tex. Educ. Code Ann. 47.29) mandates that adult basic education be aligned with postsecondary readiness standards. (Last updated 2013)

ARTICULATION, TRANSFER, AND ALIGNMENT

In the late 1980s, the Texas legislature adopted the Texas Charter for Public Higher Education which required the Texas Higher Education Coordinating Board (THECB) to publish information on transferable courses and to develop policies on the transfer of lower-division academic courses between public higher education institutions. In 1987, the legislature passed a law establishing a core curriculum in the state. Last updated in 1997, the legislation directs the THECB to develop a fully transferable core curriculum of no fewer than 42 semester credit hours in the liberal arts, humanities, sciences, and political, social, and cultural history. With the assistance of the Core Curriculum Advisory Committee, comprised of faculty and administrative staff from two- and four-year institutions, the THECB developed and approved a new core curricular framework that was implemented statewide in September of 1999. Successfully completed blocks of the core curriculum must be allowed to substitute for similar area requirements at the receiving institution. In addition to the core curriculum, a "field of study curriculum" (FOSC) was implemented by the THECB the same year. The FOSC is a set of courses that satisfy lower-division requirements for a baccalaureate degree in specific academic areas. Devised by discipline-based faculty and administrators, the courses transfer as a block and substitute for the lower-division requirements in that major at the receiving institution. DATA AND ACCOUNTABILITY SYSTEMS

Texas uses the Higher Education Accountability System to track performance on critical measures that exemplify higher education institutions' missions. The System is modeled on the state's higher education plan, Closing the Gaps by 2015, and provides data for the state's public universities and health-related institutions, and public community, technical, and state colleges. The System has three essential components: (1) Key Accountability Measures, which include five categories of measures (Participation, Success, Excellence, Research, and Institutional Effectiveness and Efficiencies) for the general academic and two-year institutions (health-related institutions include an additional area for patient care; two-year institutions exclude the research measure); (2) Contextual/Explanatory Measures, which include additional measures to help place the key accountability measures in context and/or to better describe the efforts of each institution; and (3) Institutional Explanation and Description, which includes each institution's further information, explanation, and up to two additional measures desired by a particular institution. An important aspect of the Texas Higher Education Accountability System is to help improve institutional performance, not just measure it. To serve this purpose, institutions have been grouped for "like" comparisons. Peer groups meet to exchange information and work on institutional improvement. The groups are neither permanent nor prescriptive and are reviewed every two years to reflect institutional changes as well as changing higher education needs. (Last updated 2008)

EARLY OUTREACH PROGRAMS

Texas has many state-level pre-college outreach-related policies, and it now has a systematic way to identify and target students for outreach programs, allocate funds, evaluate programs, and report data. It is a data system that spans its education sectors. Texas is a particularly active state with regard to legislation in this area. Senate Bill 573 started a public awareness campaign to promote postsecondary education. House Bill 400 assists prospective students in enrolling in postsecondary education. Senate Bill 158 requires that each counselor at a K-12 school advise students and their parents/guardians regarding the importance of higher education, preparatory coursework, and financial aid opportunities. The Higher Education Coordinating Board runs several pre-college outreach programs including the College for Texans Campaign, focused on increasing enrollments by an additional 300,000 students; the Office of Recruitment and Retention, which works with the state's colleges and universities to help ensure that all Texans can participate and succeed in higher education; and the Center for College Readiness, which offers college admissions preparation and related activities. The College for Texans website houses information for prospective college students about preparing for, applying to, graduating from, and paying for, college or technical school. FINANCE

The governing boards at each of the four-year public colleges and universities set resident tuition and fee levels within the limitations set by the Texas legislature. By January 1 of each year, the Texas Higher Education Coordinating board sets the non-resident tuition and fees at a level equal to the average of the nonresident undergraduate tuition charged to Texas residents in each of the five most populous states outside of Texas. Tuition at the public junior colleges (community colleges) is determined by the governing board of each institution. Tuition for resident students at these institutions may not be less than eight dollars for each semester credit hour and may not total less than 25 for a semester, while tuition for nonresident students may not be less than 200 for each semester. Higher education institutions may charge students higher tuition, not to exceed the rate of nonresident tuition, for excessive undergraduate hours. Eligible military personnel and their dependents are charged the same rates of tuition as Texas residents. The governing boards of each institution grant tuition and fee waivers to eligible veterans and their dependents, children of disabled firemen and peace officers, children of prisoners-of-war and those declared missing-in-action, eligible individuals who are at least 65 years of age for up to six credit hours per semester or term, and students in foster or other residential care. REMEDIAL AND DEVELOPMENTAL EDUCATION

As part of the Texas Success Initiative (TSI), state statute identifies the approved standardized assessments and a state-developed exam for placement into remedial education and indicates minimum cut scores. Under legislation enacted in 2011, institutions will no longer be able to set higher cut scores on the assessments. The 2011 legislation also required remedial courses to be based on research and best practices and listed the components of the coursework. Another 2011 bill directed the Texas Higher Education Coordinating Board (THECB) to develop a statewide plan for remedial education that assigns the primary delivery of such services to public community, state, and technical colleges. Texas statute has required summer bridge programs for high school students who are not college-ready and incentives for institutions to implement research-based remedial education initiatives. The THECB publishes annual reports on several accountability measures, including data related to remedial education participation and student success. RESIDENCY

Residency policies are determined by the legislature. To qualify as a resident, a student must have established domicile in state for at least one continuous year prior to enrollment. If a dependent, the student's domicile is that of the parent(s). Students who graduate from a state public or private high school and maintained in state residency for three years prior to graduation qualify as residents for tuition purposes. Resident status is granted to teachers or professors of postsecondary institutions and their spouses and dependents. Texas participates in exchange programs with Arkansas, Louisiana, New Mexico, Oklahoma and Mexico. These programs extend resident tuition rates to nonresidents who reside in the aforementioned locations; the legislation details which postsecondary institutions participate in the programs. Moreover, Texas grants resident status to undocumented students regardless of INS status provided that they fulfill certain requirements. In addition, Texas extends resident status to a variety of students without regard to length of in-state residency. The list includes, but is not limited to, non-immigrants, their spouses and children who reside in Texas in accordance with the NATO agreement; nurses and members of the armed forces honorably discharged who served in specific wars outlined in the legislation; and children of members killed or totally disabled while in military service. Active military personnel stationed in Texas and their dependents are granted resident tuition benefits. The spouse or dependents of a member of the armed forces who is stationed out-of-state are eligible for resident status if the member claims Texas as his or her permanent residence and if the spouse or dependent resides continuously in state. STUDENT FINANCIAL AID

"The Texas Coordinating Board for Higher Education administers various merit and need-based student aid programs provided by federal, state and private sources. Texas has several need-based grant programs. The tuition Equalization Grant Program provides grants for students with substantial financial need to attend private, non-profit colleges and universities in Texas. The Texas Public Educational Grant Program and the Toward Excellence, Access and Success (TEXAS) Grant Program are this state's primary need-based programs. This state has need-based tuition waiver programs, including one for citizens of Mexico residing in Mexico and attending certain Texas public universities. Another provides a nonresident tuition waiver for students from Arkansas, Louisiana, New Mexico and Oklahoma enrolled in Texas public colleges Texas has several forgivable loan programs and a tuition savings plan. For the 2005-2006 academic year, Texas spent 399,506 million for need-based aid. (Prepared by the State Higher Education Executive Officers, 2008)"

TEACHING QUALITY

Texas has been noted not only for its accountability system for students on which No Child Left Behind is based, but for teachers as well. The state created a high-stakes accountability law in 1995 for Schools of Education. Programs must pass 85 percent (cumulative) of students within each ethnic and gender group or lose accreditation. Under the Accountability System for Education Preparation (ASEP), schools that do not meet the state's standards, as measured by the number of teachers passing the certification exam, are placed under review and assigned an oversight team for two years. If scores do not increase in the third year, an administrator appointed by the State Board for Educator Certification takes over the management of the schools. After the three years, schools that fail to bring scores up to the state minimum lose accreditation - they are allowed to graduate students but not enroll new prospects. Only three programs failed to obtain the passing rates for 2002-03, compared to 16 four years ago. Passage rates across the state averaged over 93 percent. At the same time, the number of candidates attaining certification through alternative routes has increased exponentially, with about 25 percent of new licenses going to alternatively prepared teachers in 2003. The state also is one of a handful of states that has created a teacher performance pay system to reward teachers and schools that demonstrate gains in student achievement. (Last updated 2008)
