ACCELERATED LEARNING OPTIONS

South Dakota subsidizes Advanced Placement test fees for qualified students through the federal AP Incentive Program. The program will enable eligible students to take AP exams at no expense to themselves. With respect to dual/concurrent enrollment, South Dakota law indicates that, with prior approval by the school district, any student in grades 10, 11, or 12 may apply to a higher education institution or a postsecondary vocational education institution. If accepted, the student receives full credit toward high school graduation as well as postsecondary credit for each postsecondary course. The resident school district may pay all or part of the tuition and fees, but the student is responsible for any tuition and fees not paid by the resident school district and for any other associated costs. If the student receives a failing course grade in a postsecondary course, then the student is no longer eligible to enroll in other postsecondary courses. (Last updated 2008)

ADULT LEARNERS

The South Dakota Department of Labor oversees the state's Adult Education and Literacy programs. According to statute (S.D. Codified Laws Ann. 13-28-35) any school district running an adult education program may charge students tuition at a rate determined by the local school board. If a school district has space, the school board can allow residents of the school district who are over the age of 21 to attend school free of charge. The Department of Corrections offers educational programming including literacy, academic, and vocational classes to inmates. Inmates are responsible for paying tuition for educational programs according to statute (S.D. Codified Laws Ann. 24-2-28). Any state resident who is a member of the National Guard of South Dakota is eligible to attend a vocational program at half the cost of normal tuition. Adult students returning to higher education may apply for academic amnesty for prior coursework in which they received poor grades. ARTICULATION, TRANSFER, AND ALIGNMENT

S.D. Codified Laws Ann. 13-53B-1 requires that all general education course credits fulfilling graduation requirements in accredited institutions shall be transferable between Regents universities and the technical institutes governed by the Board of Education. Technical institutes and universities must have articulation agreements in place to allow the transfer of up to 64 hours in the General Studies Baccalaureate programs. The Associate of Applied Science and the Associate of Science degrees are not considered transfer degrees unless specifically articulated with a baccalaureate program. Each student enrolled in an Associate of Arts or Associate of Science degree program at any South Dakota public institution must take a proficiency examination after the completion of 32 passed credit hours or prior to graduation to continue registering at the university. South Dakota Board of Regents Policy similarly states that academic courses can be transferred and meet graduation requirements if the courses parallel the requirements for a specific degree program or if the courses meet electives required for the degree. DATA AND ACCOUNTABILITY SYSTEMS

The South Dakota Board of Regents manages student data for the six public universities within the system to prepare regular and special reports for the Board and elected officials, as well as perform analysis on factors that influence student performance, persistence, and retention. The separate student record systems of the universities were merged into a unified database in 2003. At that time numerous policies were standardized including the establishment of a common admission application, grading, course numbering, and course catalogue to aid in student transferability throughout the Regent system. Under this system each student has one record regardless of the number of universities attended. K-12 student data are the responsibility of the Department of Education. The Legislature directed the Department to establish a uniform system for the gathering and reporting of educational data and evaluation of student progress. To further support these efforts, the Board of Regents and the Department of Education collaborate to share data electronically, and are working on a partnership to create a Longitudinal Data System that would allow both entities to track students throughout their elementary, secondary and post-secondary career. EARLY OUTREACH PROGRAMS

The state of South Dakota has initiated direct semi-annual pre-college outreach communications with all students and their families in grades 7-12. Beginning in fall 2002, the Board of Regents has mailed publications containing pre-college planning information to approximately 56,000 students and their families. A web site was also created with links to information regarding personal, academic, and financial planning. The Board of Regents is working with the South Dakota Department of Education to build a foundation for a lifelong relationship with students and for identifying new ways to help students and their families prepare for postsecondary education and life-success. FINANCE

The South Dakota Board of Regents determines all resident and non-resident tuition rates, fees and room and board charges. The board uses the Consumer Price Index (CPI) calculated by the Bureau of Finance and Management as the inflationary measure that is used to gauge the annual inflation on the cost of higher education. Residency is determined by graduation from a South Dakota high school, 12 months of continuous residence in the state, or residency status of the student's parents. The Board has established a number of undergraduate non-resident reduced tuition programs for Adjacent States, Minnesota Reciprocity, and the Western Undergraduate Exchange Program. These rates are all close to 150 percent of the resident rate. South Dakota offers various partial or full tuition waivers, including but not limited to paying one-fourth of the cost of resident tuition for residents 65 years of age or older, paying 50 percent of the cost of tuition for members of the South Dakota National Guard, and paying full tuition for veterans, children and spouses of National Guardsmen who were disabled or deceased in the line of duty, and children of military personnel who died during service in the armed forces. The state of South Dakota administers the merit-based Opportunity Scholarship along with a scholarship program for American Indians and a college savings plan. TEACHING QUALITY

Facing declining enrollment and ranking near the last in the country in average teacher salary, South Dakota takes a local approach to teacher recruitment and retention. Despite these daunting demographics, the state has recently taken steps to improve teacher retention through mentoring and professional development. In 2003, the state adopted rules establishing duties and qualifications for mentors as required by the 2002 legislature action to create a teacher mentor program at the school district level. Participation in the program is discretionary, with local school boards adopting mentor teacher plans for the district. The legislature worked to address compensation issues during the 2007 session by creating the teacher compensation assistance program within the Department of Education to provide funds to school districts for the purpose of assisting school districts with teacher compensation. The Board of Education created an oversight board appointed by the Secretary of Education for approval of applications as well as guidelines for district applications based on district instructional goals, market compensation or other specific district requirements as approved by the department. Participation in the program is discretionary. District applications shall be approved by the local board of education. The Legislature will review the teacher compensation assistance program in 2012 to determine its effectiveness and to determine whether to continue the program. (Last updated 2008)
