ACCELERATED LEARNING OPTIONS

Nebraska statute establishes the Access College Early Scholarship Program to provide financial assistance to low-income students for courses to be taken for credit from a qualified postsecondary educational institution while still enrolled in high school. A student is eligible if the student or the student's parent or legal guardian is eligible to receive supplemental security income; food stamps; free or reduced-price lunches under U.S. Department of Agriculture child nutrition programs; aid to families with dependent children; or assistance under the special supplemental nutrition program for women, infants, and children; or the student or the student's parent or legal guardian has experienced an extreme hardship. Through state statute, Nebraska created the Seamless Delivery System Pilot Project, which initiated an instructional program between community colleges and public high schools. The curriculum incorporates existing work-based learning components by integrating the School-to-Work and Tech Prep federal initiatives. The program curriculum is designed so that qualified students can immediately enter the workforce or pursue postsecondary education upon graduation. (Last updated 2008)

ADULT LEARNERS

The State Department of Education in Nebraska oversees the Adult Education Program. The Commissioner of Education disburses funds appropriated for the State Department of Education for supervision, instruction, and other expenses in conducting the Adult Education Program. Beginning with FY2012-13, the Legislature appropriated $200,000 annually for three years for grants for new bridge programs. The programs are specifically for low-income students co-enrolled in adult education, developmental education, or English as a second language and postsecondary education. The Adult Basic Education program in Nebraska provides adults the opportunity to improve their literacy skills and helps them prepare for and successfully complete the high school equivalency program. Courses of instruction include basic educational skills, English, history, civics, and other subjects can increase one's job prospects. The Nebraska Legislature urges the state's community colleges to be dedicated to public service, including offering adult continuing education programs. Under state statute (Neb. Rev. Stat. 81-1201.21), the Department of Economic Development oversees the Job Training Cash Fund which provides monies for job training programs that help industries and businesses locate or expand in Nebraska. ARTICULATION, TRANSFER, AND ALIGNMENT

Under the Nebraska Transfer Initiative, graduates of two-year A.A. and A.S. degree programs are considered to have met the lower-division general education requirements for similar programs at all public postsecondary schools in Nebraska. Originally created by Nebraska's six community colleges in 1995 and later signed by all public and all but one of the private institutions in the state, the initiative consists of a 34 credit common core curriculum in which students must maintain a "C" average to be eligible for transfer. Transfer institutions accept all core courses for direct application to the student's degree or major. Neb. Rev. Stat. 85-963 also directs the community colleges to work in cooperation with the University of Nebraska and the state colleges for the articulation of general academic transfer programs. DATA AND ACCOUNTABILITY SYSTEMS

Nebraska is developing a K-12 student record system but does not use a student unit record data system to track students across educational sectors. The Postsecondary Coordinating Commission tracks enrollments and other institutionally based data for reporting purposes though the Nebraska Educational Data System (NEEDS). The Commission provides a statutorily required report on a variety of performance measures called the "Nebraska Higher Education Progress Report" to the legislature annually. Local governing boards set measurable outcomes and benchmarks appropriate to their role and mission that reflect their productivity and the outcomes and benefits of their instruction, research, and public service roles. FINANCE

All state institutions are authorized to fix their own tuition and other fees. The governing board of each institution sets and collects resident and non-resident tuition and fees, and determines conditions for residency at their institution. The community college boards establish resident and non-resident tuition rates for courses of instruction offered by each community college within its community college area. Each institution may establish rules for waiving or refunding fees to students maintaining high scholarship or to those who maintain satisfactory scholarship and are in need of financial assistance. The University of Nebraska, the state colleges, and the community colleges waive all tuition for dependents of veterans who died or were permanently disabled in the line of duty, or were declared missing in action or a prisoner of war. Members of the Nebraska National Guard receive a credit of 75 percent of the resident tuition charges of any state public postsecondary institution he or she attends. RESIDENCY

Residency policies are determined by the legislature. A resident is described as someone who has been habitually present in Nebraska for a minimum of 180 days and has the intention of making the state his or her permanent residence, supported with documentary proof. If a dependent, the student's domicile is that of the parent(s). A student without legal immigration status is eligible for resident tuition benefits provided that he or she has applied to or has a petition pending with the United States Immigration and Naturalization Service to attain lawful status under federal immigration law, has established residence in Nebraska for at least 180 days, and intends to make the state his or her permanent residence. In addition, staff members of the University of Nebraska, one of the state colleges or community colleges and their dependents, and active members of the United States armed services stationed in Nebraska and legal dependents of such individuals are eligible for resident tuition benefits. STUDENT FINANCIAL AID

The Coordinating Commission for Postsecondary Education administers two grant programs - Access College Early Scholarship Program, which pays tuition and mandatory fees for qualified, low-income high school students to enroll in college courses from Nebraska's colleges or universities, and the need-based Nebraska State Grant. The student loan assistance program is operated by the Nebraska Educational Finance Authority and provides loans to private institutions to assist them in providing loans to their full-time students. Nebraska also offers a college savings plan. For the 2005-2006 academic year, Nebraska awarded 9,918 for need-based aid. (Prepared by the State Higher Education Executive Officers, 2008)

TEACHING QUALITY

In 2000, Nebraska enacted the Attracting Excellence to Teaching Act, creating incentives to attract and retain teachers. Since then, the legislature has considered other incentives, including performance pay, but none have been enacted. The state does maintain the Nebraska Education Jobs website where districts can post vacancies and job candidates can fill out an online application. Certificates are granted to those graduating from an approved program, have passed a basic skills test, and have training in human relations and special education, as well as complete a background check. To renew a license, teachers must take six semester hours of professional growth over a six-year period. (Last updated 2008)
