ACCELERATED LEARNING OPTIONS

In Michigan, the Postsecondary Enrollment Options legislation of 1996 required that high school students be made aware of available postsecondary enrollment options and college equivalent classes such as Advanced Placement by the school district. All students who are eligible to participate must be allowed to do so. Regarding dual enrollment, state-mandated eligibility criteria are tied to the taking and passing of the Michigan Education Assessment Program's four subject area examinations. The legislation covers funding for dual enrollment, setting a formula for the school district to pay the postsecondary institution for dual enrollees' tuition and registration fees, and reporting requirements. Students may only take courses not already offered by their secondary schools, and some types of courses, such as divinity courses, are not eligible for tuition support. The legislation also provides guidelines for the award of college and high school credit to dual enrollees. The Career and Technical Preparation Act, which went into effect in 2001, requires that school districts provide information about career and technical enrollment options to all students in grade 8 or higher, and allows students to enroll in college career and technical courses as well as academic courses. The Michigan Virtual University, a private, not-for-profit Michigan corporation, was directed and funded by legislation to create the Michigan Virtual High School to enable Michigan high schools to provide courses students would not otherwise have access to. The Virtual High School acts as a broker and provider of college-level equivalent courses and dual enrollment offerings. The Virtual University has also created the Michigan Virtual AP Academy to make Advanced Placement courses available to all qualified Michigan students. (Last updated 2008)

ADULT LEARNERS

The adult education program in Michigan is housed in the state's Department of Labor and Economic Growth. Michigan's adult education program provides instruction in the following areas: high school completion, GED test preparation, adult literacy, English as a second language, and labor employment related/ employer workforce readiness. The Michigan New Jobs Training Program allocates some income tax money to community colleges so that they can train more adult workers for employers that are creating new jobs and/or expanding operations in Michigan (Mich. Comp. Laws 389.162). Effective July 1, 2012, Michigan enacted an assessment policy (Mich. Comp. Laws 408.213) which all local providers of adult education must follow. This policy outlines Michigan Adult Education guidelines for placing and assessing progress of all adult basic education, GED, high school completion, and English language students in the correct class. All adults must be on a learning plan that meets the specific content standards of each program. Additionally, Michigan maintains a database of classes and participants called the Michigan Adult Education Reporting System (MAERS), which is a web-based service to collect required student data. ARTICULATION, TRANSFER, AND ALIGNMENT

Currently, there is not a statewide approach to articulation and transfer in Michigan. In 2004, Lieutenant Governor John Cherry's Commission on Higher Education and Economic Growth developed a plan that included a recommendation to improve the transfer process through the awarding of dual degrees, but this has yet to be implemented. While still a work in progress, one resource available to students is the Michigan Transfer Network (www.michigantransfernetwork.org), an online database that allows students attending participating institutions to evaluate whether completed courses are transferable to other participating institutions. Created by the Michigan Association of Collegiate Registrars and Admissions Officers (MACRAO), the database includes course equivalency information from most, but not yet all, of the state's public and private two- and four-year institutions. MACRAO has also developed a transfer agreement, which consists of 30 credit hours of distributed general education courses, which may be taken at a Michigan community college for transfer to a four-year institution. DATA AND ACCOUNTABILITY SYSTEMS

As there is no state-level coordinating agency for higher education, there is no state-wide postsecondary student unit record system. The State Board for Education maintains a student unit record system that includes K-12 data sets, adult education and ESL recipients, and tracks students enrolled at community and technical colleges. The Center for Educational Performance and Information (CEPI) in the Office of Management and Budget collects and reports data about Michigan's K-12 public schools to facilitate school districts' compliance with the federal No Child Left Behind Act and the Michigan Department of Education's accreditation plan, Education Yes! Due to the emphasis on institutional autonomy and governance, Michigan colleges and universities are not required to regularly report on performance. (Last updated 2008)

FINANCE

The Board of Regents of the University of Michigan determines the level of resident and nonresident student fees, and it publishes a schedule of such fees. All other student fees are fixed by the Committee on Budget Administration. The boards of trustees of the community colleges establish and collect tuition and fees for resident and nonresident students. The board may waive tuition in certain instances and enter into reciprocity agreements for an exchange of educational services. The state provides tuition waivers to citizens over 60 years of age, veterans and their dependents, dependents of police officers, fire fighters, and corrections officers killed in the line of duty, and North American Indians. STUDENT FINANCIAL AID

The Michigan Educational Opportunity Grant is available for students who have demonstrated financial need and are enrolled at least half-time at a Michigan public community college or university. In addition, an adult part-time grant is available for independent undergraduates with substantial financial need and who have been out of high school for two years. The Michigan Promise Scholarship provides up to 4,000 to high school graduates for successfully completing two years of postsecondary education beginning with the high school graduating class of 2007. This state has a two-phase tuition incentive program, which pays for the first two years of college and beyond for students who demonstrate financial need, are or have been Medicaid recipients, have graduated from high school or completed their GED before age 20 and as well as meet other eligibility guidelines. Phase I of the program will pay tuition and fees for students who complete 80 semester or 120 term credits leading to an associate's degree and phase II will pay tuition and fees up to 2,000 for credits earned in a four-year program at a Michigan university or college. This state has several loan programs and a tuition savings program. In the 2002-2003 academic year, For the 2005-2006 academic year, Michigan spent 90,377 million for need-based aid and 111,007 million for non-need-based aid. TEACHING QUALITY

Beginning in July 2007, Michigan established additional reading instruction requirements for the renewal of a teacher's provisional teaching certificate or the advancement of the teacher's certification to professional certification. The Superintendent of Public Instruction may not renew a teacher's provisional certificate or advance the their certification to the professional level unless, during the first six years of his or her employment in classroom teaching, the teacher successfully completes at least a three-credit course of study with appropriate field experiences in the diagnosis and remediation of reading disabilities and differentiated instruction. To meet this requirement, the course should include interest inventories; English language learning screening; visual and auditory discrimination tools; language expression and processing screening; phonemics; phonics; vocabulary; fluency; comprehension; spelling and writing assessment tools; and instructional strategies. In 2008, the legislature authorized teacher preparation institutions to provide an alternative program by which up to half of the required student internship or student teaching credits may be earned through substitute teaching, and requires an assessment be made of the comparative effectiveness of traditional and alternative certification methods.
