ACCELERATED LEARNING OPTIONS

Maine statute establishes The Maine School of Science and Mathematics, a public, residential, chartered school, for the purpose of providing high-achieving high school students with a challenging educational experience. The school's curriculum is designed to exceed existing state educational standards. Students from Maine may attend the school free of tuition charges but must apply to and be admitted to the school. The Maine Department of Education also administers the Advanced Placement Incentive Program grant from the U.S. Department of Education. The purpose of the grant is to increase the involvement of low-income students in AP courses and examinations. Maine statute also provides guidelines for postsecondary enrollment of high school students. To be eligible to participate in the program, the student must have at least a 3.0 grade point average on a scale of 4.0, or the equivalent of a "B" average, unless granted a waiver by the postsecondary institution; have satisfactorily completed all course prerequisites; receive school and parental approval; and receive a recommendation from a high school administrator or teacher. If the student does not fulfill these requirements, the student may be eligible if he or she is enrolled in grades 11 or 12, receives a recommendation from a high school administrator or teacher, and has been approved for participation in a course by the postsecondary institution. The high school may grant academic credit toward a high school diploma, but the postsecondary institution must grant full credit to any student who successfully completes a course. The state department of education must pay 50 percent of the in-state tuition for the student's first three credit hours taken each semester and up to six credit hours per academic year. The postsecondary institution may not make any additional tuition charges for the course but may impose fees and charges. (Last updated 2008)

ADULT LEARNERS

The Maine Department of Education oversees the state's Adult Education Program which provides the following services to residents of the State: English literacy and adult basic education courses, adult high school completion and GED programs, the Maine College Transitions Program for adults working toward college credit, and workforce development. There are over 80 local adult education programs administered throughout Maine. These programs are funded through federal, local, and state resources as well as registration fees and grants. Adult education programs have the option of charging students registration, laboratory, and/or material fees according to statute (Me. Rev. Stat. Ann. tit. 20-A 8609). State statute (Me. Rev. Stat. Ann. tit. 20-A 8612) requires that adult education programs ensure that their students are provided with information about other state departments and agencies that support adult education students such as the Department of Health and Human Services and the Department of Labor. Lastly, adults can receive training through the Governor's Training Initiative, a joint program of the Maine Department of Labor and the Maine Department of Economic and Community Development. ARTICULATION, TRANSFER, AND ALIGNMENT

There are currently no statewide policies on transfer and articulation in Maine. Instead, policies and agreements in the state are at the institutional level. In 1985, the Maine State Legislature directed the University of Maine System (UMS) to establish a uniform course numbering and course description system to facilitate the transfer of credits for equivalent courses between the various units of the system. Trustee policy of the UMS ensures that when a student is accepted for transfer, all undergraduate degree credits successfully completed at any institution in the system will be transferable to any other institution but will not be automatically applied to the specific academic degree program to which the student has transferred. More recently, in 2005 the UMS partnered with the Maine Community College System (MCCS) to create a transfer program known as "Advantage U." The program allows students who receive an A. A. degree in liberal studies at one of Maine's seven community colleges to transfer credits and receive guaranteed admission to any university in the UMS. The program maintains an Advantage U website (www.advantageu.me.edu) featuring specific requirements and other information of use to students seeking to transfer in the state. DATA AND ACCOUNTABILITY SYSTEMS

When the Maine State Legislature adopted the Learning Results in 1996, it established learning standards for all Maine students educated at public expense. These standards were revised and adopted by the legislature in 2007 to remain current with twenty-first century expectations. The legislation also required that a new system for assessing student progress be established. The assessment system has both state and local components. The state component includes the Maine Educational Assessment (MEA) which is given to students in grades 3 through 8. The Maine High School Assessment includes an augmented SAT for all 11 graders. The MEA and the augmented SAT have been aligned with the Learning Results, with individual student scores being reported in Language Arts, Mathematics, Writing and Science in grades 4, 8, and 11. Maine's University system maintains a student unit record system that reports on student performance in the postsecondary system. EARLY OUTREACH PROGRAMS

While Maine has several individual programs and publications, it appears to lack an overall statewide pre-college outreach goal with strategies. At the state level, Maine does not have a systematic way to identify and target students, collect student data across segments, allocate funds, evaluate programs, and report data. Revised Statute 20-A provides middle school and high school students and their parents with career and financial aid counseling. The Maine Higher Educational Attainment Council was established to provide a permanent voice in support of higher education; to create a statewide vision for higher educational attainment; and to develop, maintain, and evaluate implementation of a long-term plan for higher educational attainment. The State's Blue Ribbon Commission on Postsecondary Attainment's final report contains recommendations in the following areas: early individual career planning services for students and families, better financial aid programs, and high quality undergraduate programs. FINANCE

The Board of Trustees of the University of Maine System establishes tuition rates for system institutions by credit hour. Rates are set for in-state and out-of-state undergraduate, graduate, and law students. Nonresident tuition is set at a rate between 2.4 and 2.8 times the resident rate. The Board of Trustees establishes fees that must be paid by all students as a condition of attendance and student activity fees. At individual institutions, the Chancellor sets fees impacting services and operations within the System, and the President sets course fees, deposits, general fees, and fees for optional University services and activities. The Board of Trustees of the Maine Technical College System Office establishes and collects room and board fees and tuition for the two-year colleges. The Boards of Trustees have established several different tuition and fee waiver programs. Typically, waivers are similar to entitlement programs. If a student meets certain criteria, that student is not required to pay all of the University tuition, and in some cases, fees. Dependent children and spouses of firefighters, law enforcement officers, and emergency medical services personnel killed in the line of duty may attend any state postsecondary institution free of tuition charges. RESIDENCY

Residency policies are set by individual institutions, however the Board of Trustees of the University of Maine establishes tuition classification policies applicable to all institutions under the University of Maine system. Generally, a student must have resided in Maine for purposes other than educational for at least one continuous year prior to enrollment in a postsecondary institution to be deemed a resident for tuition purposes. A student who is dependent on his or her parent(s) or legal guardian is considered to have a domicile with the parent(s) for tuition purposes. A student will be regarded as a resident if he or she is the spouse or domestic partner of someone who has continuous, full-time employment in Maine. Resident tuition benefits are extended to active members of the United States Armed Forces stationed in state, their spouses or domestic partners, and dependents. Students who hold non-immigrant United States visas are not eligible for resident tuition benefits, and an individual who is not a domiciliary of the United States cannot be a domiciliary of Maine. STUDENT FINANCIAL AID

The University of Maine System administers a variety of state and federally funded need-based and merit-based student financial aid programs. The Maine State Grant Program and Maine Black Bears Scholarship Fund provide targeted financial support for low-income students. In addition the Native American Waiver and Scholarship Program is need-based and provides for room and board as well as tuition and mandatory fee waivers. This state has several merit-based scholarships and a tuition savings plan, the Maine College Savings Program. Maine has several loan programs. TEACHING QUALITY

With every 7th and 8th grade student and teacher receiving a laptop as part of the Maine Learning Technology Initiative, ensuring sufficient training and professional development of its teaching corps will be essential in the state. The state's university system has more than 150 partnerships with public schools and the institutions and agencies that support them to provide preparation and professional development, in particular around the adoption of local standards and assessments under the state's Maine Learning Results accountability system. The teacher certification laws now include performance standards for provisional teacher certification and allows the board of education to determine competency areas based on, but not limited to the following: Provisional certification to teach in elementary or secondary school requires a bachelor's degree from a four-year accredited institution, or an approved four-year teacher preparation program with either a major in the subject area to be taught, or an interdisciplinary program in liberal arts. Candidates for provisional certification also can meet requirements by meeting other standards at the board's discretion. (Last updated 2008)
