ACCELERATED LEARNING OPTIONS

In Maryland, dual enrollment students are, by law, considered undergraduate part-time students. Legislation enacted in 2007 established a grant program for dually enrolled students. Recipients of the grant must be state residents participating in dual enrollment who demonstrate financial need. Dual enrollment courses need not be dual credit. In addition, the legislation required that the Maryland PreK-16 Council provide the governor with recommendations as to surmounting dual enrollment barriers and facilitating dual enrollment opportunities. ADULT LEARNERS

In 2008, Maryland statute (Md. Labor and Employment Code Ann. 11-801) established an Adult Education and Literacy Services Office which is housed within the Department of Labor, Licensing, and Regulation as part of the Division of Workforce Development and Adult Learning. This Office was and still is intended to be the sole agency in the state responsible for administering and supervising policy and funding for adult education and literacy. Before 2008, the state's adult education program was directed by the Maryland Department of Education. A Workforce Creation and Adult Education Transition Council was formed through state statute (Md. Labor and Employment Code Ann. 11-803) in 2008 to coordinate the integration of Adult Education and Literacy Services with the Division of Workforce Development and its programs. This Council is responsible for identifying all the state agencies that offer adult education programs as well as creating a plan which promotes collaboration between these various agencies for adult education, literacy, and correctional education programming. Maryland's Adult Education and Literacy Services Office provides the following programs: basic adult education classes, English language classes, and high school diploma preparation classes. Students can earn a high school diploma by successfully completing the GED tests or by completing the National External Diploma Program. The Maine Department of Education offers a variety of literacy, remedial reading, GED preparation, science, and college preparation math courses to qualified inmates. Lastly, board policy (University System of Maryland Board of Regents Policy VIII-2.31) allows veterans or current members of the U.S. Armed Forces to receive academic credit in undergraduate programs for experience, education, or training obtained during military service. ARTICULATION, TRANSFER, AND ALIGNMENT

In 1998, Md. Education Code Ann. 11-207 established procedures for the transfer of students between public institutions and standards for articulation agreements in the state. The Maryland Higher Education Commission (MHEC) also enacted general education and transfer requirements in 1995. Under the MHEC policy, transfer students with associate's degrees or 56 credit hours in a recommended transfer program are guaranteed admission to a four-year public institution if satisfy admission requirements and have a minimum 2.0 grade point average. Students with less than 56 semester hours are eligible to transfer, but not guaranteed admission, if they satisfy the admission requirements of the receiving institution and also maintain 2.0 grade point average. General education programs taken at one public college or university will transfer to another without the need for a course to course match. Additionally, faculty at Maryland public institutions designed statewide "two plus two" articulation agreements in teacher education and engineering, utilizing a learning outcomes-based approach in the design of lower-division curricula. DATA AND ACCOUNTABILITY SYSTEMS

Maryland has developed an extensive unit record reporting system, including an Enrollment Information System (EIS), a High school Graduate System (HGS) a Transfer Student System (TSS), a Degree Information System (DIS) and Workforce Data System (WDS), which provides support for longitudinal studies through cohort based tracing and feedback information to colleges and K-12 systems, and fulfills state reporting requirements to the General Assembly. MHEC has also developed a unit record financial aid data collection system designed to evaluate the effectiveness of Maryland's financial aid programs. The 1988 Higher Education Reorganization Act established an accountability process for public colleges and universities in Maryland. The law requires the governing boards of these institutions to submit annual performance accountability reports to the Maryland Higher Education Commission. The Commission, in turn, must review these reports and present them with its assessment and recommendations to the Governor and General Assembly. Maryland's state-aided independent colleges and universities submit periodic reports on a voluntary basis. The community colleges use 28 standard mission/mandate driven performance measures. EARLY OUTREACH PROGRAMS

Legislation passed in 2002 established a College Readiness Outreach Program for 9th and 10th grade students. However the program has not yet been implemented due to a lack of funding. Public education and outreach efforts have increased dramatically over the few years. MHEC provides many new publications to educate students about preparing for college and applying for State financial aid. In collaboration with the Maryland State Department of Education, these materials and others are being distributed to guidance counselors and early intervention sites across the State. Outreach efforts are being expanded to focus on middle schools and 9th grade students. Materials have been developed for students in these grades explaining the importance of education, appropriate high school courses to take to be best prepared for college, and opportunities that may be available to college graduates. These publications will be distributed to students this winter. MHEC's Office of Student Financial Assistance holds numerous workshops and presentations in many different venues such as guidance counselor workshops, financial aid nights at high schools, college fairs, college open house programs, legislative workshops, and special programs. When scheduling outreach activities, emphasis is placed on schools in economically disadvantaged areas. MHEC has recently partnered with community colleges across the State to provide a record number of outreach activities. Last year, each high school guidance counselor was presented with a financial aid outreach kit containing information on State financial assistance programs. REMEDIAL AND DEVELOPMENTAL EDUCATION

Maryland does not have state or system policies that govern remedial education. Under a 1997 agreement, however, all Maryland community colleges - the primary providers of remediation - adopted uniform assessments and cut scores for placing students into college-level and remedial courses. The Maryland Higher Education Commission publishes an annual report, Student Outcome and Achievement Report (SOAR), on recent high school graduates who attend in-state institutions, including data on remedial education placement. RESIDENCY

Residency policies are set by the Board of Regents. To qualify for resident tuition benefits, a student must provide evidence that he or she resided in Maryland for at least one continuous year prior to enrollment in a postsecondary institution; will abandon a former domicile; has the intention of making Maryland a permanent home; and will reside in-state indefinitely for purposes other than attending an educational institution. If a dependent, the student's domicile is that of the parent(s). Students who do not meet these requirements will be deemed as non-residents for admission and tuition purposes. However, the Board grants resident tuition benefits for certain eligible non-residents including, but not limited to, full-time or part-time regular employees of USM or a USM institution; active members of the United States Armed Forces, and their spouses or dependents, who reside or are stationed in Maryland; veterans of the Armed Forces who attended a Maryland high school for at least three years and graduated; and graduate assistants appointed through a USM institution. STUDENT FINANCIAL AID

The Maryland Higher Education Commission an extensive array of state financial aid programs that are classified in one of five categories: need-based, legislative, merit, career and occupational, and unique programs. These programs are designed to improve access to higher education for needy students; encourage students to major in areas of great economic need to the State, such as teaching and nursing; and encourage Maryland's brightest students to attend college in state. MHEC's largest need-based program is the Educational Excellence Award program, which has two components, the Guaranteed Access Grant and the Educational Assistance Grant. There is also a need-based program for part-time students and graduate and professional students. The career and occupational programs are designed to provide an incentive to students to work in specific career shortage areas. Most programs provide scholarships to students while enrolled in school, however the Loan Assistance Repayment Program assists individuals with paying off student loans. To be eligible, individuals must work for state, local, or nonprofit agencies, or as a primary care physician or a dentist assisting the medical assistance population. For the 2005-2006 academic year, Maryland allocated 78,125 million for need-based aid and 4,334 million for non-need-based aid. (Prepared by the State Higher Education Executive Officers, 2008)

TEACHING QUALITY

Like many other states, Maryland is facing regional and subject specific shortages in areas such as special education, science and math. The state provides much support to help prepare teachers-Resident Teacher Certificate, The Distinguished Scholar Teacher Education Program, Sharon Christa McAuliffe Memorial Teacher Education Award, Maryland Teacher Scholarship-and retain them through signing bonuses, support for National Board Certification, tax credits to offset graduate tuition costs, salary increases and housing support. A classroom teacher or other non-administrative school-based employee who holds a standard professional certificate or an advanced professional certificate who is employed by a county board and who holds a certificate issued by the National Board for Professional Teaching Standards receives a stipend from the State in an amount equal to the county grant for national certification, up to a maximum of $2,000 per qualified individual. An individual who graduates from an accredited university with a grade point average of between 3.5 and 4.0 and remains a classroom teacher with a school district for a minimum of three years will receive a signing bonus of $1,000. A teacher who holds an Advance Professional Certificate and is teaching in a school designated as in corrective action, a school in restructuring, or a challenge school shall receive a $2,000 state stipend for every year the teacher performs satisfactory.
