ACCELERATED LEARNING OPTIONS

State eligibility requirements for the Louisiana Tuition Opportunity Program for Students (TOPS) favorably take into account Advanced Placement courses. The department of education collects data on the number of students in AP courses. In 2006, Louisiana legislation called upon the state board of education and the board of supervisors to establish the basis for high school students to earn dual college and high school credit for successful completion of technical training. The State Board of Regents set policy for all public postsecondary institutions in the state regarding dual enrollment. The policy covers high school student eligibility for college courses, faculty qualifications, and awarding of course credit, among other things. The legislation also requires that secondary schools and community and technical colleges work towards enrolling not less than 10 percent of students identified as potential high school dropouts. Incentives must be provided to institutions to provide articulated technical training to high school students and recent high school dropouts. Finally, the legislation asserts that by no later than the 2010-11 school year, any public secondary school student shall have the opportunity to be dually enrolled in a community or technical college. TOPS offers Teach Early Start Awards, to fund college course-taking by high school juniors and seniors that leads to an industry-based occupational or vocational education credential. The state program pays the postsecondary institution $150 for each three credit-hour course, not to exceed two such courses per semester over the two year period. (Last updated 2008)

ADULT LEARNERS

An adult education division of the Louisiana Department of Education was established by statute La. Rev. Stat Ann. 17:1871. But in 2010, Louisiana legislative action moved federal and state adult education program governance to the Louisiana Community and Technical College System. The Board of Supervisors at LCTCS renamed the Louisiana adult education program "WorkReadyU". There are currently 37 programs operating at more than 200 sites throughout Louisiana providing the following services: basic skills remediation, secondary credential preparation, wraparound student services, transitional services, and postsecondary dual enrollment. Also in 2010, Louisiana revised Statute La. Rev. Stat Ann. 17:221 such that adult students between 16 and 18 years of age who submit to the adult education or vocational education site director a signed form by the local school system's superintendent if they had left public school. The Louisiana Inmate Rehabilitation and Workforce Development Act allows inmates the opportunity to receive training and credits in technical education. Once inmates complete the necessary coursework, they can participate in the workforce development work release program. Lastly, the Louisiana Board of Regents and the Southern Regional Education Board have a joint initiative called the Center for Adult Learning in Louisiana (CALL). The goal of CALL is to make it easier for Louisiana adults without a college degree to enroll in at a Louisiana public college or university and earn a credential or degree. As of 2013, CALL offers 29 online degree programs from 11 public colleges or universities across the state. (Last updated 2013)

ARTICULATION, TRANSFER, AND ALIGNMENT

Legislation grants the Louisiana Board of Regents both authority and directive to provide for articulation in the state. More recent articulation and transfer developments are guided by La. Rev. Stat. 17:3161-3169, passed in 2009 to create a comprehensive system of articulation and transfer of credit between public postsecondary institutions. The legislation mandated the formation of the Statewide Articulation and Transfer Council and the creation of the Louisiana Transfer Associate Degree, a 60-hour degree designed to maximize the transfer process, meet the needs of students who enroll at a two-year college with the intent to work toward a baccalaureate, and develop a universal transfer program for which the coursework completed in pursuit of the degree will be accepted by all public universities in the state. The degree guarantees block transfer of General Education course requirements. In addition to the Louisiana Transfer degree, the Board of Regents manages and publishes annual updates to a Statewide General Education Course Articulation Matrix and a computer-based query application for courses on the matrix that is available to all, as required by La. Rev. Stat. Ann. 17:3129.1, passed in 1998 and later revised. Outside of the statewide efforts, institutions are encouraged to further develop articulation agreements and avenues for collaboration - efforts which are recognized and rewarded through La. Rev. DATA AND ACCOUNTABILITY SYSTEMS

The Board of Regents maintains a student unit record system that tracks students through all post-secondary public systems and campuses, including the Louisiana State University System (8 campuses and two research units), the Southern University System (3 campuses and 1 research unit), the University of Louisiana System (8 campuses), the Louisiana Community and Technical College System (7 community colleges, 2 technical community colleges, and the Louisiana Technical College with 41 sites), two free-standing learning centers, and one research consortium. Louisiana RS 17:3134, adopted in 1998 requires that an accountability process be established for the systematic and ongoing evaluation of quality and effectiveness in the public institutions of higher education in Louisiana and directs that a process be developed for allocating funding that will provide incentives and rewards for institutional performance. EARLY OUTREACH PROGRAMS

"Louisiana has implemented a multi-faceted approach to pre-college outreach. The program links postsecondary education to PK-16 through direct interaction with students, teachers, counselors, principals and superintendents. In addition to active and continuing communication with schools statewide on numerous issues (i.e. the importance of the Regents Core Curriculum and the requirements for the state's TOPS tuition exemption program), the Louisiana Board of Regents has also funded ACT's Louisiana Educational Planning and Assessment System (EPAS) for the last two years, serving almost 200,000 students. The eighth- and tenth-grade EPAS data is being used to assist students, parents and teachers in early preparation for college. The EPAS data is also being used by Louisiana postsecondary institutions to aid in student recruitment efforts. In addition, Louisiana has enlisted the expertise of Noel-Levitz, to assist with statewide market research and preparation for enrollment shifts that will result when Louisiana's four-year universities fully implement new admissions criteria by the fall of 2005. Louisiana has also recently been selected for a five-year, 12.5-million federal GEAR Up grant. The pilot program will target 25 schools in 11 school districts across the state, with a goal to increase both the college going rate and college success rate of students from these largely-impoverished districts, which have been historically underrepresented in Louisiana postsecondary education. FINANCE

The Louisiana Board of Regents delegates authority to the individual Boards of Supervisors of the Southern University System, the Louisiana State University System, the University of Louisiana System, and the Louisiana Community and Technical College System to establish resident and nonresident tuition and fee rates, in accordance with the tuition and fee policies set by the Board of Regents. The boards of each institution may also impose a technology fee to defray the cost of instructional technology, and an academic excellence fee to promote academic excellence at each institution by enhancing instructional programs. The boards may grant fee waivers to persons over fifty-five years of age, National Guard members, dependents of police officers, firefighters, and military personnel killed in the line of duty or listed as prisoners of war or missing in action, and children of school employees. REMEDIAL AND DEVELOPMENTAL EDUCATION

Louisiana Board of Regents policy sets the minimum cut scores on assessments for placement into entry-level, college math and English courses. The LA Grad Act of 2010 is primarily an accountability policy but also provides incentives for four-year institutions to eliminate their remedial programs, transferring that responsibility to community colleges. The Remedial Education Commission, created under Act 187 of 2011, was charged with studying remediation at the secondary and postsecondary levels. The final report offered recommendations to improve college readiness, align high school graduation requirements with postsecondary expectations, and increase the success of remedial education students. STUDENT FINANCIAL AID

The Louisiana Board of Regents administers a variety of state and federally funded need- and federally funded need- and merit-based student financial aid programs. This state participates in the Leveraging Educational Assistance Partnership (LEAP) Grant which provides need-based grants ranging from 200 to 2000 to academically qualified students. Louisiana offers merit-based scholarships, a need-based Go Grant program to support nontraditional and low to moderate-income students who need additional aid to afford the cost of attending college, and has a college savings program. For the 2005-2006 academic year, Louisiana provided 1,453 million for need-based aid and 116,575 million for non-need-based aid. (Prepared by the State Higher Education Executive Officers, 2008)

TEACHING QUALITY

Since May 2000, when the state's Blue Ribbon Commission on Teaching Quality issued its recommendations around recruiting and preparing quality teachers, Louisiana has made significant teaching quality reforms in teacher preparation, teacher recruitment and retention. In the wake of two major hurricanes, the state and local districts have ramped up efforts to provide housing and other incentives to recruit and retain teachers in hard-hit areas, including New Orleans. In fact, in 2008, the legislature has required the Board of Elementary and Secondary Education to study several areas of teacher quality, including reciprocity, use of foreign teachers, professional development, national board certification and other areas to assist the state with recruitment and retention of teachers. The state has worked to create a data system where teacher and student information are housed and the state is able to track teachers and where they are prepared. Starting in 2008, the state now requires local districts to interview all teachers leaving their positions to obtain information that might assist the state and districts to retain more teachers.
