ACCELERATED LEARNING OPTIONS

By law, secondary schools must offer a core curriculum of Advanced Placement, International Baccalaureate, dual enrollment or dual credit courses, either through on-site instruction or electronic instruction. Electronic instruction is provided by the Kentucky Virtual High School, a statewide educational service delivering online courses to students, which includes the Kentucky Virtual Advanced Placement Academy, for delivery of Advanced Placement courses. Schools must allow students to take AP, IB, dual enrollment or dual credit courses if they successfully complete any prerequisite coursework or have otherwise demonstrated mastery of the prerequisite content knowledge. Effective with the 2008-09 school year, The Kentucky Department of Education pays the costs of students' AP and IB examinations. The Council on Postsecondary Education regulates the granting of Advanced Placement credit by public postsecondary institutions and provides information on AP-credit-granting by private postsecondary institutions. A School-to-Careers Grant Program was established to provide matching funds to school districts or consortia of school districts for the development and implementation of comprehensive career and technical education plans that include, among other things, linkages with postsecondary institutions to encourage a seamless transition from high school to college. ADULT LEARNERS

The Kentucky General Assembly passed the Kentucky Adult Education Act in 2000 and in 2006, the General Assembly created the Kentucky Adult Education Program, housed within the Kentucky Council on Postsecondary Education, to implement their statewide adult education mission. The program initiated a 20-year statewide strategy to reduce the number of adults at the lowest levels of literacy and who were most in need of adult education and literacy services. At the same time, the Council created a special fund known as the Adult Education and Literacy Initiative Fund which consists of monies appropriated by the General Assembly, gifts, grants, and other funding sources. This Fund provides money for statewide adult education programming. Kentucky adult education funds adult education centers in all 120 counties and provides the following types of services: adult education, English language instruction, family literacy, workforce education, corrections education, virtual learning options for adult learners, and transitions to postsecondary education for GED recipients. As of 2010, any faculty and staff of the Kentucky Community and Technical College System teaching inmates are employed by and receive benefits from the Department of Corrections. Kentucky state statute (Ky. Rev. Stat. 164.0207) created the Collaborative Center for Literacy Development: Early Childhood through Adulthood to provide professional development for adult education providers, among others. Project Graduate is a joint effort between the Kentucky Council on Postsecondary Education and state colleges to recruit and graduate former students who have earned at least 80 credits from a Kentucky institution. ARTICULATION, TRANSFER, AND ALIGNMENT

The Kentucky Postsecondary Improvement Act, enacted in 1997, seeks to a create a seamless, integrated system of postsecondary education, including easy transfer from two-year to four-year institutions in the state. This act also created the state's Council on Postsecondary Education (CPE), which provides direction to institutions regarding articulation and transfer agreements and policies in the state. The passage of HB 160 in the 2010 legislative session, codified as KRS 164.2951, supports and enhances Kentucky's strategies for ensuring students' successful transfer from the Kentucky Community and Technical College System (KCTCS) to Kentucky's four-year colleges and universities. The Kentucky Transfer Action Plan is the statewide implementation plan for this piece of legislation. A part of this plan includes revisions to the Kentucky General Education Transfer Policy and Implementation Guidelines that includes acceptance of individual courses as well as blocks of general education courses. Kentucky's general education core consists of a minimum of 30 credits that must be attained through demonstration of student learning outcomes in five academic areas, including communication, humanities, quantitative reasoning, natural sciences, and social and behavioral sciences. The KnowHow2GoKY.org website features a transfer handbook which provides information to students about policies and procedures related to transfer, as well as information on a new course equivalency system, a list of institutional transfer contacts, a glossary of terms, and information on transfer scholarships and other resources. Also, KCTCS students who have earned an associate's degree in science, technology, engineering, mathematics, or selected teacher education programs are eligible for a need-based scholarship when they continue in those specific academic programs after transferring to a four-year institution. DATA AND ACCOUNTABILITY SYSTEMS

A statewide systematic student unit record data management system has been in place since 1980 which includes all postsecondary students at public and private universities and community and technical colleges, although it is not yet integrated with K-12, Employment Services, or other statewide databases. The system tracks graduation and retention rates, among other items, and is used in conjunction with the comprehensive postsecondary accountability system that has been instituted by the Council on Postsecondary Education. The Council has identified five key questions to help measure progress towards postsecondary reform efforts including: Are more Kentuckians ready for College? Are more students enrolling? Are more students advancing? Are we preparing Kentuckians for life and work? Is Kentucky's economy benefiting? Indicators of progress associated with each of the five questions help guide work of the system and have prompted the Council to establish system policies, helped inform budget priorities, and directed colleges and universities to institute programs to address areas needing improvement. Data associated with Kentucky's key indicators are collected and reported through the Council's data portal on its website, through regular status updates, and through the annual postsecondary education accountability report. It also provides the basis for two key reports to provide student transition feedback to key education providers: one directed at Kentucky's high schools, and the other to Kentucky's community colleges. EARLY OUTREACH PROGRAMS

"Several outreach activities are currently underway in Kentucky; the state is also working to implement new measures. GEAR UP Kentucky is a 20 million grant that serves over 50 of the state's poorest schools. The Governor's Minority Student College Preparation Program involves eight public universities and 14 community and technical colleges in delivering outreach activities. An annual conference for African American high school juniors and seniors helps them select a college, seek financial aid, and choose a career. A public awareness campaign ("Go Higher") promotes postsecondary and adult education through the media and grassroots efforts in fifteen pilot communities. New initiatives include the American Diploma Project, the Education Trust Data Project, and a college planning website. The American Diploma Project involves Kentucky in national efforts to align high school proficiency standards with the performance demands of postsecondary education and the workplace. The Education Trust Data Project will examine the impact of a pre-college curriculum and college remediation programs on postsecondary performance. A comprehensive website will help Kentuckians plan for, pay for, and apply to college. FINANCE

The Council on Postsecondary Education (CPE) has statutory responsibility to determine resident and nonresident tuition rates for students enrolling in Kentucky's public postsecondary institutions. By statute, the state's tuition policy must be responsive to rates charged at benchmark institutions in neighboring states and consider the need for economic access to higher education for Kentucky residents. Undergraduate nonresident students must be charged tuition and fees that are at least 1.75 times higher than resident tuition and fees. The CPE classifies a student as having Kentucky residency if the student met the residency requirements at the beginning of his or her last year in high school and enters a Kentucky postsecondary education institution within two years of high school graduation. In an effort to provide increased management flexibility, the CPE delegates authority to set tuition to the individual governing boards of the state's public universities and the Kentucky Community and Technical College System, with the understanding that the rates established adhere to a set of guidelines approved by the Council. Tuition waivers are available for employees of public postsecondary institutions, citizens who are 65 years of age or older, National Guard members, veterans and their families, dependents of police officers and firefighters killed in the line of duty or of military personnel classified as prisoners of war or missing in action. REMEDIAL AND DEVELOPMENTAL EDUCATION

Kentucky statute sets uniform ACT cut scores for college-level and remedial course placement. Four-year institutions use the ACT, and can place students who fall below the cut scores into remediation or into entry-level college courses, as long as they are provided supplemental supports. Community and technical colleges use cut score ranges on COMPASS or the Kentucky Online Testing Program exams for students without ACT scores. High school students who meet ACT or other placement exam benchmarks are eligible for credit-bearing courses at public institutions without the need for remediation. Senate Bill 1, enacted in 2009, required the Kentucky Department of Education, the Council of Postsecondary Education, and the Kentucky Community and Technical College System (KCTCS) to develop a unified strategy for college and career readiness. The legislation outlines accountability provisions that include goals to decrease remedial education rates and increase success of students who require remediation. The KCTCS publishes an annual report that includes data on college course pass rates of remedial education students. RESIDENCY

Kentucky's residency policies are set by the Kentucky Council on Postsecondary Education. A student is classified as a resident if, among other qualifications, he or she has maintained at least one year of continuous physical presence in Kentucky prior to enrollment in a postsecondary institution. If a dependent, the student's domicile is that of the parent(s). Members of the United States armed forces, their spouses, and dependents who claim Kentucky as their permanent residence or who are stationed in Kentucky can be classified as resident students. Membership in the National Guard or civilian employment in the military alone does not qualify a person for resident status. Persons holding permanent resident status, visas, or who are classified as political refugees may establish Kentucky residency in the same manner as any other persons. Moreover, undocumented students who graduated from an in-state high school are granted resident status. A nonresident student is defined, along with other conditions, as one who is, or seeks to be, an undergraduate student who has graduated from an out-of-state high school within five years prior to his or her request for a determination of residency status. Additionally, if a student is in Kentucky for primarily educational purposes, he or she will be deemed a nonresident student. STUDENT FINANCIAL AID

The Kentucky Higher Education Assistance Authority (KHEAA) administers several state and federally funded need- and merit-based student financial aid programs. The primary need-based grant program is the College Access Program (CAP), which assists students enrolled in public and independent colleges and universities, proprietary schools, and technical colleges. The Kentucky Tuition Grant Program (KTG) provides need-based grants for residents to attend independent colleges in Kentucky. The Kentucky Educational Excellence Scholarship (KEES) is a merit-based program that students earn while in high school. KHEAA also administers a need-based conversion loan program for students pursuing teacher certification, a need-based work-study program, and a need-based Go Higher Grant for adults attending college part-time. The state has a Savings Plan Trust, a prepaid tuition plan, and several loan programs. TEACHING QUALITY

Since the passage of the landmark Kentucky Education Reform Act of 1990 and the Postsecondary Improvement Act of 1997, Kentucky has devoted significant resources to enhancing teacher quality. However, because the number of certified teachers in the state continues to decline, Kentucky continues to take steps to improve teacher preparation, training, and recruitment. Kentucky's Education Professional Standards Board plays a central role in determining the state's teacher curricula, licensure and certification requirements, professional development requirements and teacher quality leadership for the state. In 2008, Kentucky enacted several policies to recruit and retain Science, Technology, Engineering and Mathematics (STEM) teachers. The legislature established the Science and Mathematics Advancement Fund; required the Council on Postsecondary Education to create a STEM Initiative Task Force; and provided incentives and a supportive environment for students, teachers, and institutions that pursue, succeed, and excel in the STEM disciplines throughout the P-20 educational pipeline. The legislature also established a certification incentive fund to support the development of institutes for persons pursuing Option 7 of the alternative certification routes in high-need areas and established priority for the institutes for purpose of certifying high school science, mathematics, chemistry, physics, and computer sciences teachers and middle school mathematics and earth science teachers.
