ACCELERATED LEARNING OPTIONS

The Kansas Challenge to Secondary School Pupils Act allows school districts to cooperate with postsecondary institutions to offer students concurrent enrollment opportunities at the postsecondary institution. Students must be in grades 11 or 12 or be a gifted child in grades 9 through 12, have demonstrated the ability to benefit from participation, be authorized by the principal of the school, and be acceptable to or accepted at the postsecondary institution. Agreements between the school district and postsecondary institution must include: the academic credit to be granted, in terms of whether the credit qualifies as college credit or college credit and high school credit; the requirement that coursework qualify as credit applicable toward a degree or certificate at the institution; and the requirement that the student pay the negotiated amount of tuition. ADULT LEARNERS

Each school board in Kansas is authorized to implement and run an adult basic education program, either individually or in collaboration with other school boards. These programs must meet standards and criteria set by the state board and the school district or community college administering an adult education program is responsible for the cost of instruction, including teaching personnel and supplies. Tuition or fees can be charged by the board to offset the expense of operating adult education programs in part or in total. State law (Kan. Stat. Ann 71-617)allows the board of any school district to make an annual tax levy (not to exceed five years) to help maintain and operate their adult basic education program. In Kansas, teachers must be highly qualified in the subject that they teach. These school teacher licensure requirements are applied to adult education teachers only in cases where general education subjects are taught in adult basic education programs for grade school or high school credit. ARTICULATION, TRANSFER, AND ALIGNMENT

The Kansas Board of Regents' Transfer and Articulation Policy, adopted in 1999, directs community colleges and vocational-technical schools in the state to enter into articulation agreements with most four-year public institutions and allow for "the transferability of substantially equivalent courses of study and programs." Students who transfer to a public four-year institution with an A.A. or an A.S. degree will be given junior standing. Board policy also instructs postsecondary institutions in the state to publicize their transfer policies. A minimum of 45 credit hours must be distributed across four academic areas: basic skills - including English, public speaking, and math; humanities; social and behavioral science; and natural and physical science. DATA AND ACCOUNTABILITY SYSTEMS

The Board of Regents has established Performance Agreements with all public postsecondary educational institutions. The receipt of any new moneys is contingent upon the institution's degree of compliance with its Performance Agreement. The regents continue to work on establishing a comprehensive data management system that allows for the collection, aggregation and reporting of information that documents community, area technical college, and university success in meeting their role and mission. In Fall 2002, a pilot data collection was conducted. In Fall 2003, the first "live" collection of student and enrollment information began. (Last updated 2008)

EARLY OUTREACH PROGRAMS

Kansas adopted "A Plan for Coordination of Kansas Postsecondary Education" in 2000. Goal 3 of that plan states, "The Kansas postsecondary education system should seek to minimize barriers to access and facilitate institutional missions to encompass lifelong learning." Under this goal, four tasks have been identified to improve access to underserved areas and groups and to promote matriculation by students with diverse backgrounds. The Kansas Postsecondary Database project, currently in the pilot test phase, is a comprehensive initiative to collect unit record data on students and enrollment. FINANCE

The Kansas Board of Regents fixes tuition, enrollment fees, student housing fees, building construction fees, and changes in academic fees. The Board delegates to the chief executive officer of each institution the authority to establish user and administrative fees where the increase does not generate an amount in excess of 250,000 annually. The board of trustees at each community college charges and collects tuition at rates per credit hour enrolled. The board of trustees also determines the amount of out-district tuition to be charged for each out-district student attending community colleges. To be considered a resident, the student or the student's parents must have resided in the district for at least six months prior to enrollment. Tuition waivers are available for members of the Kansas National Guard, and for eligible dependents of prisoners of war, those listed as missing in action, and state officials killed in the line of duty. REMEDIAL AND DEVELOPMENTAL EDUCATION

The Kansas Board of Regents coordinates oversight for 19 state community colleges, but the campuses have the authority to establish remedial policies and practices. A Regents' policy defines remedial education and indicates that such courses may not be used to fulfill graduation requirements for any community college degree. STUDENT FINANCIAL AID

The Kansas Board of Regents administers various state and federally funded need- and merit-based student financial aid programs. The Comprehensive Grants Program provides financial support for residents who have demonstrated financial need and are enrolled in four year public and private colleges and universities in the state. One of the state's two scholarship programs designated for ethnic minorities blends both need and merit. The Kansas Ethnic Minority Scholarship assists financially needy, academically competitive students. The State Scholarship Program is designed to assist financially needy students in the top 20 to 40 percent of Kansas high school graduates. In addition, this state has a teacher service scholarship and an education savings program. For the 2005-2006 academic year, Kansas provided 15,047 million for need-based aid and 121,000 for non-need-based aid. (Prepared by the State Higher Education Executive Officers, 2008)

TEACHING QUALITY

As one of the few states that prepare more teachers than are needed by the state in most areas of practice, recent policy in Kansas has addressed state teacher attrition by focusing on teacher retention through mentoring and professional development. Like many other states, however, Kansas has a shortage of STEM and special education teachers and has enacted policies to recruit and retain teachers in these fields. In 2005, the state enacted an income tax credit for tax years 2005-2007 for business firms that enter into partnership agreements with school districts to employ teachers during times when schools are not regularly in session. In order for the business firms to qualify for the credits, the teachers, who would be required to hold Kansas teaching certificates with endorsements in mathematics, science, physics, chemistry or biology, also would be required to be employed in positions requiring math or science skills commensurate with the classes they regularly teach. Kansas also has created a special education teacher service scholarship program administered by the Kansas Board of Regents. The legislation allows up to 50 students per year to be given $3,000 each semester. Recipients must teacher special education on a full-time basis for at least three years. (Last updated 2008)
