ACCELERATED LEARNING OPTIONS

Indiana law establishes the Double Up for College Program for students in grades 11 and 12 to take early college, dual credit, or dual enrollment courses offered collaboratively by school corporations and state educational institutions at secondary school locations. At a high school principal's discretion, students younger than 11th grade may earn dual credits under the state's Postsecondary Enrollment Program. Indiana law currently requires each Indiana high school to offer a minimum of two dual credit courses so students have the opportunity to fulfill the Core 40 with Academic Honors diploma requirements using the dual credit option. A student who successfully completes a dual credit course is entitled to secondary credit toward high school graduation requirements and postsecondary credit toward meeting the degree requirements at the state educational institution at which the student completed the course. If the student enrolls in a different state educational institution, the other institution must grant credit for courses that are in the core transfer library or subject to an articulation agreement, and may grant credit for other courses. Indiana law also permits Ivy Tech Community College, Vincennes University, and any state educational institution to establish a High School Fast Track to College program that offers qualified individuals an opportunity to earn a high school diploma while earning credits for a certificate program or an associate's degree. In order to participate, students must be at least 19 years old and not enrolled in a high school or at least 17 years old and have consent from the high school the individual attended most recently. ADULT LEARNERS

The Indiana Department of Workforce Development oversees the state's adult education programs. The adult education programs in Indiana provide adult learners math, reading, and writing instruction free of charge. According to state statute (Ind. Code 22-4.1-18), adult students can sit for the GED exam to receive the GED diploma or sit for end-of-course assessments in Algebra I and/or English 10 for a high school diploma. Additionally, students can earn a GED and an occupational certificate simultaneously through the WorkINdiana program. The Indiana State Board of Education provides the Department of Workforce Development assessment instruments that allow adult learners the opportunity to demonstrate proficiency in the particular subject and skill areas. Indiana law (Ind. Code 20-43-2-6) states that if the funds appropriated by the general assembly for adult education are insufficient to meet the budget set by the state board, then the Indiana budget agency can transfer excess money. In 2009, the Indiana Chamber of Commerce commissioned the National Center for Higher Education Management Systems to recommend policies and practices for improving Indiana's system of adult education and workforce training. Lastly, Indiana state statute (Ind. Code 21-42-7) requires that state educational institutions allow students to receive credit for courses they have taken as part of the individual's military service. (Last updated 2013)

ARTICULATION, TRANSFER, AND ALIGNMENT

In 2000, the Indiana Commission for Higher Education (ICHE) formed the Statewide Transfer and Articulation Committee (STAC), which later established guidelines for transfer in the state in 2002. Two- and four-year institutions in the state are considered equal partners and share responsibility for formulating articulation agreements and facilitating student transfer between institutions. In 2003, legislation was passed requiring the STAC to develop statewide transfer of credits for core courses and the alignment of A.A. and A.S. requirements with baccalaureate degree programs. The legislation further directed the STAC to publish a master list of course transfer requirements and articulation agreements. Legislation passed in 2007 mandated the STAC to create the Core Transfer Library, which included a minimum of 70 courses that would transfer among all public institutions. As of 2009, the number of courses eligible for transfer increased to 89. (Last Updated 2011)

DATA AND ACCOUNTABILITY SYSTEMS

In June 2007, the Indiana Commission for Higher Education (ICHE) adopted "Reaching Higher: Strategic Directions for Higher Education in Indiana" as its plan for the future of higher education. Two central and cross-cutting components of the plan are quality and accountability. The commission will be working on implementing a series of recommendations to improve higher education accountability, including: convening a group of university-appointed institutional researchers and academic planners to review, refine and finalize a set of state-level dashboard indicators that are aligned to the 2007 Reaching Higher Goals; reporting annually and publicly on the state-level dashboard indicators; recommending performance-funding incentives (degree production, on-time graduation and transfer); consider additional ways to incorporate performance-funding incentives into the state higher education funding formula; and requiring that Indiana's colleges and universities provide the Commission with institutional progress reports. FINANCE

The board of trustees of each state educational institution (four-year and community colleges) set resident and non-resident fees, tuition, and charges in two-year periods as "necessary or convenient to further the purposes of that institution." Students are considered residents if they have graduated from an Indiana high school, have lived in Indiana for 4 years prior to their matriculation, or have parents who have lived in Indiana for 3 years prior to their matriculation. Management, operation, and financing of all state education institutions are under the authority of the trustees or other governing bodies of these institutions. The state provides tuition waivers to veterans, dependent children of eligible members of the armed forces, dependent children and spouses of law enforcement officers, fire fighters and other qualified emergency personnel killed in the line of duty, citizens who are at least sixty years of age, and double up students. RESIDENCY

Residency policies are set by individual institutions. To qualify as a resident at Ball State University, Indiana University, and Purdue University, a student must have established domicile for at least one continuous year prior to the first day of classes. If a dependent, the student's domicile is that of the parent(s). Individuals with legal and permanent immigration status can qualify for resident status for tuition purposes. Each school has different policies relating to military personnel. At Indiana University, active members of the armed forces are classified as nonresidents but have the nonresident portion of their fees waived - this benefit does not apply to their families. At Ball State University, out-of-state members stationed in Indiana, along with their spouses and dependents, may enroll without the nonresident fee being assessed. Finally, at Purdue University, active members of the armed forces are classified as nonresidents, but have the nonresident portion of their fees and tuition waived. Ball State University grants resident classification to regular full-time faculty and staff and enrolled graduate and doctoral assistants, along with spouses and dependents. (Last updated 2008)

STUDENT FINANCIAL AID

The Student Assistance Commission of Indiana administers several need-based and merit-based programs. The state has two grant programs, one of which is need-based. The Twenty-first Century Scholars Program is for 7th and 8th graders with substantial financial need and guarantees the cost of four years of college tuition for participants who fulfill a pledge of good citizenship to the state. In addition, the state has a need-based Higher Education Grant Program. Indiana has several loan plans scholarships and a college savings plan. For the 2005-2006 academic year, Indiana allocated 281,069 million for need-based aid and 5,915 million for non-need-based aid. (Prepared by the State Higher Education Executive Officers, 2008)

TEACHING QUALITY

Established in 1992, the Indiana Professional Standards Board - one of the most autonomous in the country - has been crucial in moving toward a performance-based licensing system. These licenses are based on a set of standards passed in 1998 that include 12 content-specific and four general development teaching standards. The portfolio review, a high stakes assessment of a curriculum-based unit necessary to move toward attaining a professional license is based on Connecticut's Beginning Education Support and Training program and has a similar portfolio handbook to guide new teachers through the assessment process. In 2007, the state began granting an initial standard teacher's license for a specific subject area in middle school or high school to an applicant who has earned a postgraduate degree in the subject area, has experience teaching students, and complies with certain requirements for licensure and allows an individual licensed through the process to be hired to teach in high school, or in middle school in a shortage area designated by the state board of education.
