ACCELERATED LEARNING OPTIONS

The Postsecondary Enrollment Options Act, passed in 1996, allows students in need of more advanced coursework than is offered at the high school level to concurrently enroll in courses at a postsecondary institution. Courses still count toward high school graduation requirements unless a cooperative agreement is worked out between the school district and the institution regarding the applicability of college credit, as well. The postsecondary institution is responsible for course content and is reimbursed by the school districts for the cost of educating dual enrollment students. Colorado also has an IB Diploma Program that requires postsecondary institutions to adopt comprehensive policies to offer college credit to IB students. ADULT LEARNERS

The Colorado Department of Education's Adult Education and Family Literacy (CDE/AEFL) office oversees the administration of the state's adult education program. Colorado's adult education program is funded through the Title II Workforce Investment Act (WIA). Title II of WIA is under the Adult Education and Family Literacy Act (AEFLA) of 1998. It is a state-administered federal grant for adult education. WIA funds community-based organizations, community colleges, faith based organizations, school districts, and libraries. Across the state, 40 local programs offer the following education programs: adult basic education, adult secondary education, English as a second language, English literacy, civics education, family literacy, workplace education and workforce education. Colorado also has a correctional education program. In 2010, CDE/AEFL reevaluated the goals and strategies of its office for service and support related to adult education programs. This reevaluation produced the "Standards of Quality for Adult Education Programs in Colorado" document which reflects feedback collected from AEFLA-funded program directors and staff. This document is used at the local level by program directors for program improvement and at the state level by CDE/AEFL for monitoring AEFLA-funded adult education and family literacy programs for performance, fiscal management, and policy compliance. The State Board for Community Colleges and Occupational Education offer students the opportunity to receive college credit for prior learning. By the 2013-14 school year, according to state statute (C.R.S.A. 23-1-125 ), all public institutions of higher education must design and implement a policy that gives students the opportunity for earning credit based on prior learning. The Colorado Commission on Higher Education advised the State to pass legislation allowing students who do not finish a bachelor's degree, but have enough credits for an associate's degree, be awarded an associate's degree. ARTICULATION, TRANSFER, AND ALIGNMENT

Colorado's statewide transfer policy is designed to ensure access to undergraduate degree programs and facilitate completion of degree requirements. The 60 + 60 transfer plan allows community college students who complete an Associate of Arts or Associate of Science degree to transfer 60 credit hours to a four-year institution. Transfer students should then be able to complete a Bachelor of Arts or Bachelor of Science degree within another 60 credit hours. Similarly, the gtPATHWAYS program allows easy transfer between and among two and four-year schools and applies to all Colorado public institutions of higher education. Students can transfer up to 31 credits of previously and successfully (C- or better) completed general education coursework in 20 subject areas. Transfer guides for four-year institutions in the state are available on the Colorado Department of Higher Education's website. Statewide articulation agreements for specific majors - including engineering, business, economics, history, math, Spanish, psychology (both BA and BS), early childhood, and elementary education - have also been developed in Colorado. The General Education Council (GE) is an advisory council for all transfer and articulation issues in the state. Composed of educational leaders who represent academic vice presidents and faculty, in addition to recommending the content and competency criteria for the gtPATHWAYS courses it also is involved in negotiating statewide articulation agreements. DATA AND ACCOUNTABILITY SYSTEMS

Colorado has established a statewide K-12 data system for collecting and reporting performance indicators from each public college and university. The state has focused on improving both data collection and use by auditing its data systems and developing a comprehensive data dictionary that clarifies terms and reporting. The state is also exploring expanding data capacity through the development of a unique teacher identifier. Quality indicators have been established for all Colorado colleges and universities in accordance with the institution's role and mission to measure the overall performance of the statewide system of higher education. The performance indicators measure achievement on such goals as improved faculty and administrative efficiency and productivity, student performance, student satisfaction and success, and employer satisfaction. The Colorado Commission on Higher Education has revised its Full-Time Equivalent Student Enrollment Policy that prescribes uniform financial reporting policies, including standards for counting and classifying full-time equivalent students, and defining which types of instruction may or may not be claimed for state General Fund support. EARLY OUTREACH PROGRAMS

Through its GEAR-UP Program, Colorado offers early outreach opportunities to students in selected schools. Numerous partnerships exist between the college/universities and the K-12 sector. Additionally, the Colorado Commission on Higher Education (CCHE) adopted a 15-unit pre-collegiate curriculum for admission to public sector four-year institutions beginning in 2008; 18 specified units are required beginning in 2010. Colorado Revised Statute 23-13-104 requires advising, counseling, and orientation for first-year college and transfer students. It also provides for assistance to elementary and secondary education in achieving systemic reform and creation of appropriate linkages between elementary and secondary education and higher education. This includes improving the enrollment, retention, and graduation of economically disadvantaged students and students from traditionally underrepresented groups by implementing pre-college programs for such students. It stipulates that each state-supported institution of higher education will make substantial and measurable progress toward achieving the statewide expectations and goals by fall semester 1999 will continue to work reach the goals after that date. Colorado has several over-arching statewide pre-college outreach goals and requires public universities to report their work toward those goals, but few specific targets. The governing boards of Colorado's public institutions of higher education establish tuition rates based on legislatively set limits on tuition increases and other legislative directions. In addition, governing boards must also comply with the Colorado Commission on Higher Education's tuition policy, which states that resident tuition rates should cover between 25 and 35 percent of total education costs for the academic program, while non-resident tuition rates should cover at least 100 percent. These guidelines do not apply to the Colorado School of Mines. Resident and non-resident students pay the same amount in mandatory student fees. The governing board must approve any increase or decrease to a student fee. All governing boards shall annually review and approve all mandatory fees. All institutions must give at least thirty days notice before any fee assessment or increase. New student fees must be first approved by students through a referendum and then by the governing board. At four-year institutions, the administration of each institution and the student government establish the fee policy. At community colleges, the State Board for Community Colleges and Occupational Education meet with the Student Advisory Council to establish the fee policy. At the Auraria Campus, the administration of the Auraria Higher Education Center and the Student Advisory Council to the Auraria Board (SACAB) establish the fee policy. REMEDIAL AND DEVELOPMENTAL EDUCATION

The Colorado Commission on Higher Education is charged with the following responsibilities regarding remedial education: 1) Adopt and implement statewide remedial policies; 2) annually provide the legislature and state education department with information on the number, type, and costs of remedial education provided; 3) develop funding policies for remediation appropriate to institutional roles and missions; 4) ensure comparability of placement or assessment tests; and 5) ensure each student identified as needing remediation is provided with written notification regarding cost and availability of remedial courses. Colorado accepts three assessments for determining if first-time students are college ready in math, writing, and reading. The state sets minimum cut scores on the exams, and students not meeting the standards must complete their remediation within their first 30 semester credit hours. With a few exceptions, community colleges are the primary providers of remedial education and can use state general fund support for the courses. The annual remediation report must include the following data: the number of students taking remedial courses (including from which school districts they graduated); the costs of providing remedial courses; and whether remedial students complete their graduation requirements. RESIDENCY

Colorado residency policies are set by the state's General Assembly. A student is eligible for in-state tuition rates if he or she has lived in Colorado for one continuous year. If a dependent, the student's domicile is that of the parent(s). Legislation provides specific criteria to be used by institutions in determining students' residency status including, but not limited to, evidence of payment of Colorado income tax, ownership of residential real property in Colorado, graduation from a Colorado high school, in-state vehicle registration, and in-state voter registration. International students are eligible for in-state classification if the primary purpose of residence in Colorado is other than for his or her education or for the education of a family member. The Colorado Commission on Higher Education shall designate those nonimmigrant classifications under which such foreign nationals may qualify as in-state students. Regarding active members of the armed forces, members of the Colorado National Guard and their dependents are eligible for in-state tuition rates. Resident tuition benefits are also extended to members of the Canadian armed forces who are stationed in Colorado. Resident classification guidelines are set for Olympic athletes, Chinese and Russian students in graduate public policy programs, and employees or employees' children of companies who move to Colorado. STUDENT FINANCIAL AID

The Colorado Commission on Higher Education allocates state-funded financial aid to eligible public and private institutions. These allocations include need, merit and work funding. The need programs include the Governor's Opportunity Scholarship, the Colorado Student Grant for graduate and undergraduate students, the Colorado Leveraging Educational Assistance Program (CLEAP) and the Supplemental Leveraging Educational Assistance Partnership (SLEAP) programs which are state and federal partnerships. SLEAP is targeted to teacher education students. The merit programs include a graduate and undergraduate component and students must maintain at least a 3.0 G.P.A. to maintain their award. Seventy percent of the work study funded by the state must go to students who are need-based. The other thirty percent can be used without regard to need. TEACHING QUALITY

Over the past decade, Colorado focused its efforts to prepare recruit and retain high-quality teachers. In 2000, Colorado instituted performance-based standards for teacher preparation. All preparation programs must align to redesigned content standards that coordinate with state-mandated accountability tests for all Colorado public school students. Several reports have been issued on the state of teaching in Colorado, and several high profile groups of state policymakers and stakeholders also have development recommendations, helping state policymakers to focus their efforts where its needed most. Colorado has explored unique teacher identifiers to tie teacher and student performance. Colorado now offers stipends for National Board Certified Teachers, requires biennial teaching and learning conditions surveys, provides funding to one or more districts to support the design and development of an alternative teacher compensation plan through the Alternative Teacher Compensation Plan Grant Program. The state Board of Education also has allowed one of its largest urban districts, Douglas County School District, to run its own alternative licensure program to licensure its own teachers in subject areas with severe shortages of qualified candidates through traditional and state-wide alternative routes.
